Chengdu tech roundup (July 19 2026 – July 25 2026)

Two weeks ago Chengdu was still preparing to host APEC’s digital week. Last week the city actually ran it — a named Chengdu Statement, a 64-case Asia-Pacific playbook, a municipal AI+ construction drawing aimed at ¥260B by 2027, and a Chengdu semiconductor-parts issuer opening its ChiNext book.

Here is a practical tech roundup for July 19–25, 2026.

The main event: APEC Digital and AI Ministerial

Thursday, July 23, MIIT hosted the 2026 APEC Digital and Artificial Intelligence Ministerial Meeting in Chengdu. Theme: digital technologies and AI for the empowerment of an Asia-Pacific community.

Vice Premier Zhang Guoqing opened to 170+ delegates from APEC economies, the secretariat, and observers. MIIT Minister Li Lecheng chaired. Discussion tracked enablement across industry and livelihoods, meaningful connectivity, and digital skills — with Li’s presser stressing communications + compute infrastructure, MSME tools, and a line against “decoupling.”

The Chengdu Statement

The meeting adopted the 《成都声明》 — the 2026 APEC Digital and AI Ministerial Statement. Official APEC / press framing lists five cooperation areas:

  1. Universal and meaningful digital connectivity
  2. Digital / AI tools for economic growth (including MSME lightweight tools across manufacturing, agriculture, services)
  3. Digital literacy and skills for all
  4. A trusted digital environment (scams, breaches, AI misuse, supply-chain resilience)
  5. Investment and open source for the digital ecosystem — Chinese coverage stresses this is the first time open source is elevated to APEC ministerial level, while still nodding to IP

The text points back to the Putrajaya Vision 2040, the Internet and Digital Economy Roadmap, and the APEC AI Initiative (2026–2030). Next ministers’ meeting: Vietnam 2027.

For operators in Chengdu: the statement is soft power, not a purchase order. The spillover is access — foreign officials, telecoms, and vendors in the same city as local compute, chip, and robot suppliers for a compressed week of side meetings.

Jul 24 — casebook, high-level dialogue, AI forum

Friday, July 24, the high-level digital / AI enablement dialogue and related forum drew ~400 participants from 10+ APEC economies.

CAICT president Yu Xiaohui released the Asia-Pacific Digital Empowerment Case Collection (Xinhua): 64 cases from 46 institutions (infrastructure 7 / industry upgrade 44 / AI inclusion 13) — compute–network for SMEs, green manufacturing, disaster warning, grassroots health, aging.

A side thematic exhibition put 21 firms and orgs on the same floor — Google, Meta, HP, Panasonic, Tencent, ZTE, Alibaba, Changhong, 智元创新, 自变量机器人, Thailand’s digital ministry, and others — robots, smart health, LLMs, energy, cross-border pay.

CGTN’s Jul 25 readout of the High-Level Forum on AI (“Promoting AI Development for Good and for All”) listed four cooperation priorities: secure development, responsible adoption, an innovation environment (open source with safeguards), and broad participation.

Local construction drawing: Chengdu “AI+” action plan

Wednesday, July 22, at Century City (tagged as Digital Week series), the city briefed 《成都市深入实施“人工智能+”行动方案》 (China News Service; Pedaily short).

Headline targets as reported:

Horizon Claim
2025 baseline Core AI industry >¥150B (+40% YoY); 1,200+ AI firms
2027 Core industry >¥260B (growth >30%); “dual hundred” — 100 innovative products + 100 demo scenes; ≥30 industrial agents; smart terminals/agents penetration >70%
2030 Terminals/agents penetration >90%; “global-influence” full-scene AI application benchmark city

Structure language is “6+N+1” — six axes (science, industry, consumption, livelihoods, governance, cooperation) plus niche apps (embodied, biopharma, quantum, digital content, sports) plus flagship scene demos (tech retrofit, Sichuan–Tibet Railway, ring greenway, etc.). Embodied intelligence is framed as the near-term lead; city compute claims sit around ~30,000P. Scene-machine stats recycled in the same briefings: 43 industry matchmaking events, 700+ published scene demands, a new municipal scene company earlier in July, and 16 cases in MIIT’s first AI-application batch.

Same week as the Chengdu Statement, the city published its own enablement blueprint — policy mirror of the diplomatic talk.

City finance plumbing — Jul 20

July 20, Chengdu also published an implementation opinion on optimising industrial development financial services. Targets toward 2028: citywide FI loan balance above ¥8 trillion, 1,000+ listing-pipeline companies, funds registered in Chengdu above ¥500 billion. Toolkit brands: 蓉易贷 / 蓉易上 / 蓉易投.

“Invest Chengdu” digital partner dialogue — Jul 21

Tuesday, July 21, the Asia-Pacific Digital Partner Dialogue / “Invest Chengdu” conference put 70+ Fortune-class companies and 100+ multinational / SOE / listed delegates in the room. City pitch: capital is asking where AI can land, not hunting another model wrapper. Coverage again claimed China’s top-five embodied-intelligence players are all present in Chengdu.

Money: Chaopure ChiNext book + solid-state optionality

Chengdu Ultra Pure Applied Materials (超纯应材 / UPAM) — ChiNext

Thursday, July 23 — offering prompt out; ticker 301717; sponsor Huatai United. Company site: upam.cn.

After last week’s Silan STAR acceptance (Chengdu capital as early lead — see our July 5–11 tech roundup), this week a Chengdu-HQ semiconductor parts/coatings name starts ChiNext bookbuild — supply chain, not model wrappers.

Heyuan Lithium (合源锂创) — Chengdu Sci-Tech VC

Reported Friday, July 24 (NBD): A round led by Xiaomi Yangtze River Fund; followers include China Insurance Fund, Chengdu Sci-Tech VC, and Changjiang Green Water Fund. Chengdu Sci-Tech VC (under Chengdu Industrial Investment) also pushed a Chengdu subsidiary.

Suzhou-HQ solid-state cells pitched for unmanned vehicles, drones, robots, ships, EVs. Chengdu angle: customer development and SW China response for Aerofugia / local battery / low-altitude / humanoid power needs — not a new fab announcement. Same SOE stack that showed up around Silan is importing solid-state optionality for robots and eVTOL.

Embodied intelligence: Unitree’s Chengdu week

Thursday, July 24, Unitree used Chengdu for a triple hit (Cover News on the GD01 debut):

  1. Public debut of the mass-production GD01 manned transforming mecha — ~3 m steel suit on Chunxi Road, “Wuwu” panda cabin
  2. Opening of the Unitree · Chengdu Jinjiang (Jiaxiang) Embodied Intelligence Lab at Jiaxiang Foreign Languages School
  3. Strategic MoU with Chengdu municipal government (and a Jinjiang district pact) on R&D, scenes, data collection, industry–education, ecosystem

Local storytelling repeated the “top five in Chengdu” line — Unitree, UBTECH, Agibot, Galbot, Astribot. City stats recycled: embodied robot industry ¥5.8B in 2025 (+16%); industrial robot output +25.1% in H1 2026. Treat as official narrative, not audited research.

Digital Week briefings also pushed Chengdu demos that photograph well for foreign guests: 华鲲振宇 compute stacks, Humanoid Center “Gongga-1” / culture-tourism bipeds, EIR “AIQ” emotional humanoids, 越凡 community delivery robots. Same through-line as the Smart Industry Expo two weeks earlier: deployment density and datasets, not only pavilion plaques.

Quiet context that still mattered

What to watch next

Theme Why it matters
Chaopure pricing / listing Tests whether Chengdu chip-tool parts clear ChiNext with real AMEC/Naura demand
Chengdu Statement → Leaders’ Week Whether open-source / connectivity language becomes TEL work items
AI+ scene KPIs Dual-hundred products/scenes and 30 industrial agents vs slogan count
Unitree lab + MoU Hiring and data sites vs logo ceremony
Tengdun inquiry replies Low-altitude unicorn still in the ChiNext pipeline
Heyuan Chengdu subsidiary Scene validation for solid-state in robots / eVTOL, not slogans

If you work in tech here

Last week’s through-line was diplomatic + municipal + physical. Chengdu hosted the ministerial machinery previous roundups only previewed, published an AI+ blueprint aimed at ¥260B by 2027, started a local semiconductor-parts ChiNext book, and let Unitree turn Chunxi Road into a mecha photo wall while signing with city hall.

The open questions are unchanged — unit economics, safety certification, power, and whether SOE / government scenes convert to repeatable revenue — but the city’s sales pitch is clearer after Digital Week: come for the ministers, stay for the parts, robots, and compute.

Rounded from APEC / Xinhua / CGTN readouts, MIIT and CAICT briefings, China News Service, National Business Daily, Cninfo / ChiNext disclosures, Pedaily and Chengdu / Sichuan economic outlets, plus local industrial coverage of Unitree and Digital Week side events. Policy targets, case counts, and industry-scale figures are as reported — not investment advice. Tips for the next tech roundup via contact.
