Chengdu’s calendar last week was not only football and concerts. While Century City hosted the 11th Smart Industry Expo, the city’s capital and policy machine kept pushing the same three bets: AI for Science compute, embodied / physical AI, and showing up as China’s western digital hub ahead of APEC meetings later in July.
Here is a practical tech roundup for July 5–11, 2026.
The money story: chips, compute, and a Chengdu-born AI house
Silan Science & Technology — STAR Market IPO accepted

Tuesday, July 7, Shanghai’s 思朗科技 (Silan / Logic Technology) had its STAR Market IPO application formally accepted by the Shanghai Stock Exchange. The company wants to raise about ¥4.43 billion, mostly for next-generation scientific-intelligence chips and high-performance fused compute systems.
Why Chengdu readers should care:
- Silan is built around a fully self-owned MaPU processor architecture (no foreign IP in the instruction set / microarchitecture story they tell regulators).
- Its “天穹 / Tianqiong” 3D scientific computer targets AI for Science workloads — especially molecular dynamics — and is already in the narrative of a Chengdu biopharma scientific computing centre that city SOEs helped stand up (western China’s first domestically controllable centre of that type, with Silan kit on the floor).
- Chengdu Sci-Tech Venture Capital (under Chengdu Industrial Investment Group) led Silan’s E+ round. Same city capital stack has been busy on “Chengdu chips” more broadly this year (satellite baseband, AI RNIC networking silicon, and a May HK listing for OLED driver-chip name 云英谷).
Read it as: local patient capital is not only writing cheques in Shenzhen/Shanghai — it is trying to anchor scientific compute hardware and scenarios inside Jinniu / the wider Chengdu stack.
Caveat worth keeping: Silan’s filings also show the classic hard-tech pattern — heavy R&D, still working through losses. Acceptance is not listing approval.
Xingfan Intelligence — another ¥300M+ round
Monday, July 6, 36Kr Sichuan reported that Chengdu-based 星凡智能 (Xingfan / 星凡星启) closed a new round of more than ¥300 million, led by Dingxu Investment, with Capcloud (开普云), Gaojie Capital, and Eucalyptus Capital participating.
The pitch is shifting from “token factory / GPU-adjacent compute sales” toward physical AGI infrastructure:

- Agent chips (星核 S1 / R-series for robot-side brains, K-series for on-orbit / space compute)
- Embodied-intelligence data flywheels and training fields
- Claims of thousands of P-equivalent compute already delivered to government and enterprise buyers, plus commercial space-compute orders tied to China’s “星算” style programmes
Founded in 2021 and headquartered in Chengdu, Xingfan is one of the clearer local proofs that the city’s AI story is not only model wrappers — there is a silicon + deployment layer trying to compound.
The floor show: 11th Chengdu Smart Industry Expo
July 9–11 at Century City New International Convention and Exhibition Center (Halls 2–3).
Theme: Digital Tianfu, Smart Future. About 23,000 m², seven zones (digital economy, AI, low-altitude economy, BeiDou applications, Xinchuang / cybersecurity, smart energy, smart city), ~250 exhibitors from 13 Sichuan cities plus firms out of Beijing, Shanghai, Guangdong and elsewhere. Names on the floor included Dongfang Electric, Tongwei, iFlytek, Unitree, Zhongke Xingye, and storage / energy players.
Twelve side forums ran in parallel — low-altitude + spatiotemporal intelligence, compute–power (算电) matching, BeiDou scale-up, smart energy — and the expo sat next to the 3rd Navigation Technology & Applications Conference, the 2026 Smart Energy Conference, and Sichuan’s South / Southeast Asia business cooperation track. That packaging matters: Chengdu is selling itself as a western node for digital trade + industrial AI, not a consumer-gadget fair.
What actually looked new on the floor
Immersion liquid-cooled AI all-in-one boxes. Zhongke Xingye (Sichuan) with Shanghai Linke Zhihua staged a global-style launch of four immersion liquid-cooled AI integrated machines. Servers sit in dielectric fluid; the pitch is denser rack power without a full CRAC farm — closer to a micro compute room in a box. In a week when everyone is arguing about AI electricity and heat, this was the booth that local media kept dragging visitors toward.
Embodied demos that are starting to look like products.
- A dual-arm coffee robot that pulls espresso and latte art from a phone selfie (sub-millimetre coordination claims; already operating in Vietnam malls, with Malaysia orders and Laos/Myanmar agent talks according to on-site operators).
- Unitree robot dogs framed for fire / disaster recon — toxic, low-oxygen, smoke-filled spaces first, humans second.
- Energy-side “AI robots” from local firms such as 华茂能联: microgrid optimisers that fuse PV forecasts, load prediction, and spot-price signals into storage charge/discharge policy — less sci-fi, more minute-level ops.
China News Service’s closing note on the expo was blunt: the interesting shift is from spectacle to workflow — coffee, rescue, and power dispatch rather than dancing humanoids for the camera.
Embodied intelligence: Chengdu’s scale bet
Just as the expo week opened, city and provincial outlets refreshed the national 2026 humanoid / embodied-intelligence real-scene training special action story:
- Chengdu already claims 60+ real-scene training deployments across industrial manufacturing, consumer services, and special operations.
- Official planning language still points to ~6,400+ units by November and a stretch goal of ~10,000 units citywide by year-end.
- Local chain-leader Chengdu Humanoid Robot Innovation Center keeps showing up in the industrial narrative (hydropower belt inspection robots with multimodal sensing, airport / community pilots, and large single-supplier order chatter earlier in the summer).
Whether the year-end “10,000” number lands is a separate question. The signal for operators and founders is clearer: Chengdu wants deployment density and datasets, not another empty “AI park” plaque.
Diplomacy calendar: APEC digital week is coming here
July 10, MIIT held a Beijing briefing: China will host the APEC 2026 Digital and AI Ministerial Meeting and Digital Week in Chengdu, July 16–24.
Rough shape of the week:
- Jul 16–22 — APEC Telecommunications Working Group (73rd meeting)
- Jul 23 — Digital and AI Ministerial
- Jul 24 — high-level dialogue on digital / AI enablement
Cyberspace and national data authorities also have Digital Week side programmes.
Themes on the agenda: AI enablement across health, education, transport, agriculture, industry and culture; meaningful digital connectivity; digital inclusion and skills. China says it will also float an Asia-Pacific digital-enablement casebook and discuss the APEC TEL strategic action plan (2026–2030).
For Chengdu’s tech scene this is not abstract. It puts foreign officials, operators, and exhibitors in the same city that just finished a Smart Industry Expo — a short runway from demo halls to ministerial talking points.
Quiet context that still mattered last week
- Tengdun Technology (四川腾盾科创) — Chengdu’s large UAV / low-altitude “unicorn” — remains in the ChiNext IPO pipeline (accepted earlier in the summer, inquiry phase ongoing; ~¥3.0B raise planned). Not a last-week filing, but it is the industrial backdrop whenever Smart Industry Expo media talk low-altitude corridors.
- City capital continues to show up in out-of-town AI rounds (e.g. Chengdu Sci-Tech Venture Capital participation in larger multimodal / gaming-adjacent AI financings), which is how local LPs buy optionality when the breakout company is not headquartered on Tianfu Avenue.
- Chengdu’s AI OPC (one-person company) playbook — heavy compute subsidies and model vouchers for tiny AI-native teams — was published earlier in 2026; last week’s financing + expo cycle is the environment that policy was written for.
What to watch next
| Theme | Why it matters |
|---|---|
| Silan IPO process | Tests whether “scientific intelligence” chips can clear STAR scrutiny and whether Chengdu’s co-invested compute centre becomes a real customer reference |
| Xingfan delivery | Watch robot-side and space-compute shipments more than slogans |
| APEC Digital Week (Jul 16–24) | Soft power + vendor access; casebook and TEL 2026–2030 text |
| Embodied deployment counts | Official dashboards vs what factories and airports actually run overnight |
| Liquid-cooling adopters | Whether immersion AI boxes leave the expo floor into Sichuan data rooms |
If you work in tech here
Last week’s through-line was physical: scientific computers for drug discovery, immersion cooling for denser racks, robot dogs for smoke-filled rooms, coffee arms that already take Southeast Asia POs, and a city preparing to host APEC’s digital ministerial machinery.
That is a different Chengdu story than “another LLM meetup.” The open questions are the usual ones — unit economics, power, safety certification, and whether SOE-led scenes turn into repeatable revenue — but the direction of travel is hard to miss.
Rounded from public filings and reporting (SSE disclosures, National Business Daily, 36Kr Sichuan, China News Service, Xinhua / MIIT briefing, Sichuan / Chengdu economic outlets).
